李超鲲要求，要全面系统性谋划全县生态综合治理工作，按照山水林田草坝路房改造一次性规划，结合乡村振兴战略“产业兴旺、生态宜居、乡风文明、治理有效、生活富裕”20字方针，滚动式、阶梯式实施生态综合治理项目。要加强资金项目归口管理，建立一套行之有效的领导管理体系，保障项目投资发挥最大的治理功能，全力建设黄土高原生态综合治理示范县。
