On October 10th, the promotion meeting of key project construction and capital competition in the southern area ofYulin City was held in our county. Deputy Mayor Zhang Shengli, Deputy Secretary-General Gao Guangyao, Department Headsof City Development and Reform, Finance, Statistics, Water Conservancy, Transportation, Agriculture and Rural Areas, Ecological Environment, Resource Planning, etc, County Party Secretary He Ligui, County HeadLi Chaokun, county deputy heads in charge of the southern counties, and the development and reform departmentheads of the counties and urban districtsattended the meeting.
Participants collectively observed Shaanxi Tianqi Biological Technology Limited Company’s traditional Chinese medicinal material storage warehouse, extraction workshop, finished products and relocation of poverty alleviation follow-up assistance to the Matigou Industrial Park construction project. Zhang Shengli appreciatedthe practice of industrial integration development combined withpoverty alleviation in the project construction.
At the forumafter observation, the principles of the the Municipal Statistics Bureau notified the completion of fixed asset investment in the city, each county and urban district;the relevant personsin charge of the Municipal Development and Reform Commission notified the progress of the city’s key projects, contention for capital, and theplanning of key projects during the “14thFive-Year Plan”andinterpreted the central budgetary investment policies in the transformation of old urban communities, social undertakings, "agriculture, rural areas and farmers", and ecological civilization construction. Zizhou County, Yuyang District,City Municipal Transportation Bureau, and City Municipal Water Conservancy Bureau made exchange speeches on key project construction, competition for funding and other work.
Li Chaokun pointed outsince the beginning of this year, under the strong leadership of the Municipal Party Committee and the Municipal Government, our county has done a solid job of "six stabilities", fully implemented the "six guarantees" tasks, and firmly established the concept of "projects as king" and “basing heroes on project construction”. Takingthe opportunity of the“project quality and efficiency improvement year”to consolidate internal forces, borrowexternal forces, seize opportunities to compete for projects, consolidateresponsibilitiesfor progress, innovate mechanismsfor management, broaden ideasfor investment, and optimize the environment for promoting development, implementing precise policiesforintegrationas well as project construction and competition for funding, new breakthroughs have been made.
Zhang Shengli fully affirmed our county’s achievements in project construction, saying that Zizhou’s leadershipis united,determined to move forwardwith clear ideasand start-ups. Since the beginning of this year, it has plannedactively, won projectsand vigorously promoted project construction, creating anew situation in the county's economic and social development.
Regarding the construction of key projects and the work of competing for funding and projects, Zhang Shengli requested that we should face up to the existing problems, be prepared for danger in times of peace, be aware of the slightest, and do our best to complete the annual goals and tasks.We should make every effort to promote project construction, seek truth from facts to do a good job of solid investment and integration, and discover, research and solve problems on the front line of the project. We should try to compete for funding, scientifically formulate the "14th Five-Year Plan", unswervingly do a good job in attracting investment, attach great importance to the construction of provincial capital and special bond projects, start the 2021 project plan in advance,strive for more projects to be included the central province plans to do everything possible to obtain funds.
