Shuanghuyu Street Office

I. Unit profile

Shuanghuyu sub district office is the seat of the county seat, which is the political, economic and cultural center of the county. With a total area of 72 square kilometers, the town governs 26 administrative villages and 3 community neighborhood committees (13 administrative villages and 3 communities after the merger) with a total population of about 52000. There are 156 cadres and workers in town organs, including 98 staff, 24 college students and village officials, 14 assistant administrators, 20 family planning specialists, 22 leaders above the deputy section level and 56 party members.

II. Institutional functions

According to the three fixed plans, the main responsibilities of the Department are as follows:

1. Publicize and implement the party's principles, policies and national laws and regulations, implement the resolutions of the people's Congress at the corresponding level and the decisions and orders of the party committees and governments at higher levels, and implement the major decisions and important work arrangements of the government at higher levels.

2. To formulate and implement the agricultural and rural economic development plan and annual plan of the office;

3. To be responsible for the development of our own enterprises, enterprise system reform, scientific and technological progress, economic and technological cooperation, and promote the development of export-oriented economy;

4. To manage and guide the work of agriculture, enterprise planning, finance, statistics, materials, equipment, technology, labor, insurance, production safety, quality, land management, village and township construction, environmental protection, etc;

5. To guide the consultation and guidance of agriculture and collective economy, and to provide economic, technological, legal and information services for economic development.

6. To guide and manage the organization construction of education, culture, science and technology, sports, public health and people's mediation; to do a good job in legal publicity, education, legal services and civil dispute mediation;

7. To formulate and implement the comprehensive management plan for social security of our office, and to organize, guide, coordinate and inspect the work of all units.

8. To formulate the development and annual work plan of the office's civil affairs, and do a good job in the work of fixed subsidy, disaster relief and poverty alleviation, double support, preferential treatment, pension, aging, five guarantees, disabled persons' Federation, etc;

9. We should do a good job in the construction of militia organizations, national defense education, militia training and conscription;

10. Carry out the party's and the state's family planning guidelines, policies, laws and regulations, draw up the annual population and family planning plan of the office, do a good job in investigation and research, inspect, supervise and statistics.

11. To work out the annual budget, final accounts and management of internal, extra budgetary and self raised funds; to implement the budget of revenue and expenditure examined and approved by the town people's Congress and the revenue and expenditure tasks assigned by the government at a higher level; and do a good job in the collection, management and allocation of various financial revenues.

12. We should establish and improve various financial and accounting systems, strengthen the financial guidance and management of enterprises, institutions and administrative units, improve the efficiency of the use of financial funds, and promote the coordinated development of economic and social undertakings.
