Construction process of Zizhou County

On February 29, 1940, the 359th Brigade of the Eighth Route Army expelled the Kuomintang Commissioner He Shaonan from Suide, and his territory was under the government of the Shaanxi-Gansu-Ningxia Border Region Government. Before the establishment of Zizhou County, “the flower-arranging area for the borders of the counties was inconvenient in the construction of administrative leadership and various undertakings... This area has formed three serious politically irrelevant phenomena.... People’s lives and property cannot be guaranteed. Bandits robbery is everywhere, and the people cannot live and work in peace...", "In order to further build Xichuan and improve the lives of the masses" (all quoted from Xie Huaide's 1944·9.11 Administrative Work Report in Two Years), in order to defend the Shaanxi-Gansu-Ningxia Border Area, In August 1941, the Suide Garrison set up the Suimiqing'anbian Office in Shuanghuyu Town, and planned to build a new county in Xichuan. Preparations were completed in September 1942, and it was named Xichuan Office. The flower arranging areas at the borders of Suide, Mizhi, Qingjian and other counties were placed under the government of the office. It was under the government of the Suide District Commissioner's Office of the Shaanxi-Gansu-Ningxia Border Region, a county-level government. On October 15, 1942, the Shaanxi-Gansu-Ningxia Border District Government decided to rename the "Xichuan Office" to the Suixi Office, and agreed to transfer the Nangoucha and Jianyucha areas in Zichang County to the Suixi Office. (Implementation). On November 28, 1943, the Suide Special Administration planned to rename the Suixi Office to Xichuan County, and submitted it to the Shaanxi-Gansu-Ningxia Border Region Government for approval. On December 25, 1943, the Shaanxi-Gansu-Ningxia Border Region Government issued an order, starting from New Year's Day of 1944: The county government was formally established. To commemorate the revolutionary martyr Li Zizhou, the county was named Zizhou County." On January 10, 1944, a celebration meeting was held in Shuanghuyu Town to announce the establishment of Zizhou County.

After the establishment of Zizhou County, it was under the government of the Administrative Inspectorate Office of the Suide Sub-district of the Shaanxi-Gansu-Ningxia Border Region (Suide Sub-district for short). It was reorganized in May 1950 and was reorganized under the jurisdiction of the Suide Sub-Commission of Shaanxi Province (Suide Special Administration for short). In October 1956, the Suide Special Administration was abolished and returned to the Yulin Special Administration. In December 1958, the three counties of Zizhou, Qingjian, and Wubao were all merged into Suide County. In August 1961, the four counties were separated and restored to Zizhou County.
