Statistical Communiqué of Zizhou County on the 2019 National Economic and Social Development

In 2019, the Party committee and the government of Zizhou County earnestly implemented the decisions and plans of the Central Government and the government of Shaanxi Province and Yulin City; adhered to the general principle of pursuing progress while ensuring stability; made consistent efforts to overcome new problems and difficulties in economic development; and promoted the adjustment of structure, stability of growth and development of reforms in order to achieve the annual targets. Steady and sound development was seen in the economic performance of the county in 2019.

I. General Outlook

According to preliminary statistics, the county's gross domestic product (GDP) in 2019 was RMB5.996 billion, an increase of 4.0% over the previous year at comparable prices. Specifically, the added value of the primary industry was RMB1.699 billion, representing an increase of 3.6% and accounting for 28.33% of the GDP; that of the secondary industry was RMB1.440 billion, representing an increase of 2.7% and accounting for 24.02% of the GDP; and that of the tertiary industry was RMB2.857 billion, representing an increase of 4.8% and accounting for 47.65% of the GDP. The per capita GDP calculated based on the permanent residents was RMB37,358. The added value of the non-public sector of the economy was RMB3.378 billion, accounting for 56.3% of the GDP.

II. Agriculture

In 2019, the county's total agricultural output value was RMB2.904 billion, a year-on-year increase of 3.8%. Specifically, the output of agriculture was RMB2.150 billion, an increase of 4.2%; that of forestry was RMB71 million, an increase of 20.4%; that of animal husbandry was RMB596 million, an increase of 0.3%; that of fishery was RMB4 million, an increase of 15.5%; and that of agriculture, forestry, animal husbandry and fishery service industry was RMB83 million, an increase of 6.7%.

The sown area of crops in the year was 923,500 mu, a year-on-year increase of 0.2%, where the sown area of grain was 793,800 mu, a decrease of 3.3%. The total output of grain in the year was 177,900 tons, a year-on-year decrease of 3.2%.

In 2019, the county's total output of meat reached 6,201.8 tons, a year-on-year decrease of 0.5%, where the output of pork was 3,230 tons and that of mutton was 1,990 tons, a decrease of 7.2% and 1.3% respectively. The production of milk was 7,739 tons and the output of poultry eggs was 3,441 tons, an increase of 14.3% and 11.9% respectively. The acreage of apples, walnuts and Chinese medicinal herbs grown in the county reached 252,000 mu, 223,000 mu and 302,000 mu respectively.

III. Industry and Construction

In 2019, the county's total industrial output value was RMB3.887 billion, a decrease of 5.4% from the previous year. Specifically, the output value of industrial enterprises above the designated size was RMB3.036 billion, a year-on-year decrease of 5.3%; and the output value of industrial enterprises below the designated size was RMB851 million, a year-on-year decrease of 5.4%. The total industrial sales value was RMB3.826 billion, a year-on-year decrease of 5.9%. Specifically, the sales value of industrial enterprises above the designated size was RMB2.978 billion, a year-on-year decrease of 5.5%; and the sales value of industrial enterprises below the designated size was RMB848 million, a year-on-year decrease of 5.3%. The total added value of the industrial sector in the year was RMB1.172 billion, a year-on-year increase of 0.9%. Specifically, the added value of industrial enterprises above the designated size was RMB960 million, an increase of 0.5%; and the added value of industrial enterprises below the designated size was RMB212 million, an increase of 3.2%.

In 2019, there were 11 construction companies with specified qualifications in the county, achieving a total output value of RMB280.246 million, a year-on-year increase of 60.0%; and achieving an added value of RMB270 million, a year-on-year increase of 10.9%. The floor area of housing under construction was 35,400 square meters, and the output value completed was RMB86.033 million.

IV. Investment in Fixed Assets

In 2019, the total investment in fixed assets of the county increased by 22.8% from the previous year. Fixed asset investment at the county level increased by 4.7% from the previous year. The county-level fixed asset investment in different industries was as follows: investment in the primary industry increased by 4.1%; that in the secondary industry increased by 54.1%; and that in the tertiary industry decreased by 1.1%. There were 282 construction projects throughout the year, a year-on-year increase of 14.2%, where, 146 were new projects started in 2019, representing an increase of 19.7%. Fixed assets increased by RMB5.852 billion in 2019, a year-on-year increase of 10.7%.

V. Transportation and Telecommunications

In 2019, the added value of transportation, warehousing and postal sector of the county was RMB531.62 million, a year-on-year increase of 3.1%. The total mileage of railways in the county was 54.6 kilometers. The total mileage of highways open to traffic was 1,521.3 kilometers and among the total mileage, the mileages of expressways, national highways, dedicated highways, county roads, township roads and village roads were 55 kilometers, 53.2 kilometers, 5 kilometers, 132.7 kilometers, 167.4 kilometers and 1,108 kilometers respectively. The highways in administrative villages were 100% clear. In transportation by highways, the passenger traffic in 2019 was 82,000, a year-on-year increase of 6.5%; and the freight volume was 4.81 million tons, a year-on-year increase of 0.6%. There were 673 large motor transport vehicles.

In 2019, the county's post and telecommunications business totaled RMB40.67 million, a year-on-year increase of 6.8%, where the postal business amounted to RMB19.14 million, a year-on-year increase of 6.0%; and the telecom business amounted to RMB21.43 million, a year-on-year increase of 7.2%. The total number of telephone and mobile phone users in the county reached 148,465, a year-on-year increase of 1.3%, in which, the number of users of telephones was 15,150, a year-on-year decrease of 15.8%; and that of mobile phones was 133,315, a year-on-year increase of 3.7%. The broadband users throughout the county reached 31,229, a year-on-year increase of 29.0%.

VI. Trade

In 2019, the total retail sales of consumer goods was RMB1.111 billion, a year-on-year increase of 12.1%. Specifically, the sales contributed by the wholesale industry was RMB178 million, an increase of 13.1%; that by the retail industry was RMB755 million, an increase of 12.5%; that by the accommodation industry was RMB80 million, an increase of 9.2%; and that by the catering industry was RMB98 million, an increase of 11.1%.

VII. Fiscal and Financial Performance and Insurance

In 2019, the total fiscal revenue was RMB430 million, a year-on-year increase of 8.3%, of which, the local fiscal revenue was RMB104 million, a decrease of 19.4%. The total fiscal expenditure was RMB3.275 billion, an increase of 11.3%.

In 2019, the balance of deposits of all kinds with financial institutions totaled RMB9,087.56 million, an increase of RMB3,171.2 million over the previous year. The balance of loans of all kinds with financial institutions totaled RMB4,178.3 million, an increase of RMB1,317.22 million over the previous year.

In 2019, the premium received by insurance companies in the county totaled RMB23.5 million, a year-on-year decrease of 41.3%, where the premium of property insurance was RMB12.7 million, a year-on-year decrease of 6.8%; and that of personal insurance was RMB10.8 million, a year-on-year decrease of 59.1%. The insurance compensation in 2019 totaled RMB15.12 million, a year-on-year increase of 46.4%, where compensation paid under property insurance amounted to RMB12.26 million, an increase of 61.7%; and that under personal insurance amounted to RMB2.86 million, an increase of 4.0%.

VIII. Education, Culture and Health

There were 78 schools of all levels and types in the county, including 1 combined secondary school, 1 vocational education center, 6 junior high schools, 1 nine-year system school, 25 complete primary schools, 7 teaching sites, 19 central kindergartens and 18 large village kindergartens. In 2019, the number of enrolled students in the county was 17,703, a year-on-year decrease of 6.1%. Specifically, the number of students enrolled in primary schools was 8,294, a decrease of 2.8%; that in junior high schools was 3,240, a decrease of 3.4%; that in vocational schools was 857, an increase of 2.2%; that in senior high schools was 1,296, a decrease of 15.4%; and that in kindergartens and preschools was 4,016, a decrease of 15.3%. The county had 1,802 full-time teachers, a year-on-year decrease of 1.0%. Among them, 768 were in primary schools, a decrease of 0.3%; 616 were in secondary schools, an increase of 3.0%; 100 were in vocational schools, the same as the previous year; and 318 were in kindergartens and preschools, an increase of 0.6%. The number of students being admitted to junior college or higher education was 2,192, a year-on-year increase of 5.9%.

In 2019, there were 19 cultural institutions in the county, including: 1 library, 1 cultural center, 13 cultural stations, 1 county-level cultural relics management office, 1 bureau of integrated law enforcement on cultural market, 1 cultural performance company and 1 Xinhua bookstore.

There was one radio and television relay station, and the radio and television broadcasting coverage rate was 98%.

There were 30 medical and health institutions and 20 hospitals in the county, including 1 county-level hospital, 1 Chinese medicine hospital, 7 central health centers and 11 general health centers. There were 1,286 health professionals, including: 234 licensed physicians, 96 licensed assistant physicians, 634 registered nurses, 46 pharmacists, 38 inspectors and 238 professionals in other aspects. There were 736 hospital beds.

IX. Ecological Environment and Work Safety

In 2019, the total area of afforestation in the county was 43,000 mu with trees and grass covering 36.6% of the total area. The green coverage rate in the county seat reached 41.8%. The area of soil erosion control was 48.2 square kilometers. In the county seat, 89.5% of the sewage was collected, and 96.1% of the garbage was disposed of. There were 11,705 households in urban areas having access to natural gas, where 1,563 households gained access in 2019. The number of days when the air in urban areas was better than Grade II throughout the year remained at more than 81.4% of the total number of days.

There were no major work accidents taking place in the year. In 2019, the death toll from work accidents every RMB100 million worth of GDP was 0.02 person.

X. Population, People's living and Social Security

At the end of 2019, the county had 114,566 households with a total population of 296,462, of which 159,425 were males, accounting for 53.78% of the total population; and 137,037 were females, accounting for 46.22% of the total population. The county had an urban population of 77,227 and a rural population of 219,235. At the end of 2019, the county had 160,500 permanent residents, and the urbanization rate was 41.89%. The birth rate was 11.39‰; the death rate was 7.23‰; and the natural growth rate was 4.16‰.

In 2019, the per capita disposable income of all residents was RMB16,200, a year-on-year increase of 9.5%. A permanent residence-specific analysis showed that the per capita disposable income of urban permanent residents was RMB27,354, a year-on-year increase of 8.6%; and the per capita disposable income of rural permanent residents was RMB10,680, an increase of 10.0%.

In 2019, 10 targeted poverty-stricken villages were removed from the poverty list, with 2,498 persons from 763 households lifted out of poverty.

In 2019, there were 8,863 persons covered by the pension insurance for urban employees, and 136,086 persons covered by the pension insurance for urban and rural residents. The number of people covered by the basic medical insurance was 26,735, of which, 13,526 were urban employees and 13,209 were urban residents. There were 246,920 persons participating in the New Cooperative Medical Scheme.
