According to the requirements of "Zizhou county project construction management measures" (Tzf [2020] No. 15), the progress of key construction projects in our county in the third quarter of 2020 is hereby notified as follows:
I. General Situation of the project
This year, 67 key construction projects have been arranged in our county, with a total investment of 6.676 billion yuan and an annual planned investment of 4.311 billion yuan. Among them, there are 19 continued projects and 43 new projects
There are 5 reconstruction and expansion projects. Among the 67 projects, 30.2% were invested by the government
Private investment projects accounted for 18.3% and 51.5% respectively. The proportion of social capital has reached the highest level over the years, and the project structure has been greatly optimized.
II.Project promotion
According to the requirements of the work task account of Zizhou County in 2020 (ZBF [2020] No.6), the projects that can be started on schedule, smoothly or basically smoothly are marked with green; the projects that are slow to promote or cannot be promoted according to the schedule due to objective reasons are identified in yellow; and the projects that are slow to promote or not started are marked in red.

The project includes the construction of Mingcheng City, the construction of sewage treatment station in Matigou Town, the construction of tongcun Tongzu highway and the land reserve project of Zhangzhai area.
3. 10 projects under construction and basically smoothly promoted (marked as green). They are urban three work in one project, government service center construction project, old community reconstruction project, Dali Road sewage pipe jacking project, construction waste treatment plant construction project, hejiagou planning road ZIMI Road Municipal Engineering, rural highway major safety hazard treatment project, County mountain Apple construction project, superfine cashmere goat breeding demonstration base construction project and flood discharge Cave construction project.
4. 6 projects under construction but slow progress (marked in yellow). They are yingma'an Sino German poverty alleviation industrial park construction project, warping dam maintenance and reinforcement project, conversion of cropland to forest and walnut industry construction project, Yongxing coal mine phase II expansion project, construction project of Matigou industrial park after relocation of poverty alleviation project and construction project of Miaojiaping facility fruit and vegetable experimental demonstration base (the latter two are new projects).
5. 9 projects under construction but slow progress (marked in red). They are the municipal engineering of jing16 Road, Jing17 road and 18th Road, 110kV Fengqu substation construction project, Chinese herbal medicine integration construction project, photovoltaic agricultural vegetable greenhouse base construction project, court trial court construction project, water purification plant reconstruction and expansion project, Huaining Bay Expressway connection construction project, fruit production and marketing service center construction project and jing14 Road municipal road construction project Design project.
ii. 11 uncompleted projects
1. 5 new projects (marked in yellow). They are Dali road demonstration street

2. There are 6 projects (marked in red) that have lagged behind in the preliminary work and have not yet started. Among them, the construction project of CDC and the construction project of maternal and child health station have been completed and will be started soon; the geological disaster control project, ecological comprehensive treatment demonstration project and slope farmland soil erosion comprehensive treatment project are under bidding; the outpatient building reconstruction project of people's hospital is still in the preparatory work.
III. Existing problems
i. Due to the lack of preparatory work in the early stage, the project was pushed forward slowly. Such as the municipal engineering of jing16 Road, 17 road and 18 road, the construction project of 110kV Fengqu substation and the integrated construction project of traditional Chinese medicine.
ii. The project can not be started as scheduled due to the lag of early work. Such as CDC construction project, maternal and child health station construction project, geological disaster control engineering ecological comprehensive treatment demonstration project, slope farmland soil erosion comprehensive treatment project, people's hospital outpatient building reconstruction project, etc.
iii.The work of joining the unified system is still not paid enough attention to. At present, there are still 18 projects under construction, but they have not been incorporated into the system. They are the reconstruction and relocation of the main sewage pipe in the county, the integrated construction project of cattle and sheep slaughtering, processing and refrigeration, the ecological environment treatment project, the reconstruction and expansion project of sewage treatment plant, the land reserve project in Zhangzhai area, the urban three work in one project, the Municipal Engineering of Zimi road in hejiagou planning road, the construction project of flood drainage tunnel, the reconstruction project of old residential quarters, and the sewage of Dali road Pipe jacking project, municipal engineering of jing16 Road, Jing17 road and 18th Road, 110kV Fengqu substation construction project, photovoltaic agricultural vegetable greenhouse base construction project, and expansion of water purification plant
Construction project, Huaining Bay high-speed connecting line construction project, jing14 Road municipal road construction project
After the relocation, the construction project of Matigou Industrial Park and the construction project of Miaojiaping facility fruit and vegetable experimental demonstration base were provided.
IV. Next step requirements
i. Increase project promotion efforts to ensure the completion of annual tasks. For the projects under construction and slow progress, the competent unit should pay close attention to the target tasks, scientifically arrange the construction plan, and take the multi construction day and night shift to ensure that the target tasks of the project are completed according to the node. For the projects that have not yet started, the competent unit shall sort out the list of problems as soon as possible, analyze the root causes of the problems, assign special personnel to be responsible for the problems, and solve the problems within the time limit of inverted schedule, and strive to start construction in the middle of October.
ii. We should attach great importance to the work of joining the unified system to ensure that it should be unified. All departments should attach great importance to the unified work of fixed investment, assign special personnel to take charge of it, timely connect with the Statistics Bureau, carefully sort out the projects under construction but not included in the unified system, and complete the warehousing and unified declaration of the projects under construction as soon as possible.
