According to the requirements of "Zizhou county project construction management measures" (Tzf [2020] No. 15), the progress of key construction and major early stage projects in 2020 in our county is reported as follows:
I. General situation of the project
In 2020, the county will arrange 60 key construction projects with a total investment of 5.612 billion yuan and an annual planned investment of 4.018 billion yuan, and 18 major preliminary projects. Twenty five departments or townships are responsible for promoting 60 key construction projects, and 10 departments or townships are responsible for promoting 18 major early-stage projects.
II. Project promotion
According to the requirements of the work task account of Zizhou County in 2020 (ZBF [2020] No.6), the projects that can start on schedule and promote smoothly are marked with green; those that are slow to advance or can not be pushed according to the schedule due to objective reasons are marked in yellow; and the projects with slow or no progress are marked with red (see Annex 1 for details).
i. Key construction projects
1. There are 32 successful projects (marked as green), which are: government service center construction project, road hardening project of Northern Yuan forest farm, conversion of farmland to forest and walnut industry construction project, greening project of Zizhou County of Suiyan expressway, construction project of provincial forest city garden city civilization city, county greening and beautification project, Yongxing coal mine phase II expansion project, state power Shangjin rural demonstration county project, national entrepreneurship construction project, Mata left behind children's school teaching building and apartment building construction project, ecological environment treatment project, Astragalus membranaceus comprehensive development and Chinese herbal medicine extract production line project, photovoltaic agricultural vegetable greenhouse construction project, comprehensive archives construction project, laojundian town sewage treatment station and supporting sewage pipe network construction project, Matigou Town sewage treatment station construction project, public library construction project, cultural center exhibition project, targeted poverty alleviation project, yingma'an Sino German poverty alleviation industrial park construction project and animal husbandry industrialization construction project, Shaanxi fruit ten thousand mu mountain Apple poverty alleviation demonstration base construction project, County mountain Apple construction project, human settlement environment improvement project, Rural Revitalization demonstration village construction project, four good agriculture Village Road short board project, county shantytown reconstruction project promoted by housing and Urban Rural Development Bureau, shantytown reconstruction project of yidaojie in Matigou small town, old community reconstruction project, municipal engineering of jing16 Road, 17 road and 18 road, municipal engineering of Zimi road of hejiagou planning road and land reserve project of Zhangzhai area.
2. There are 17 projects (marked in yellow) that are about to be started or under bidding, which are: Yihe community resettlement follow-up assistance Industrial Park project, county sewage main pipe relocation project, urban three work in one project, Dali Road sewage pipe jacking project, sewage treatment plant reconstruction and expansion project, flood discharge tunnel construction project, rural highway major safety hazard treatment project, and road upgrading project , tongcun Tongzu highway construction project, Huaining Bay expressway connecting line construction project, people's hospital outpatient building reconstruction project, CDC construction project, maternal and child health station construction project, court trial court construction project, geological disaster control project, water purification plant reconstruction and expansion project and 110kV Fengqu substation construction project.
3. 11 projects with no or slow progress (marked in red) are: fruit production and marketing service center construction project, cattle and sheep slaughtering, processing and refrigeration integration construction project, Chinese herbal medicine base construction project, jing14 Road municipal road construction project, slope farmland soil erosion comprehensive treatment project, flood control project from Shigou bridge to Qingyin expressway, drought relief emergency rainwater collection pit project, and National Soil and water conservation comprehensive control project, ecological comprehensive control demonstration project, warping dam maintenance and reinforcement project and integrated construction project of traditional Chinese medicine.
4. According to the project progress ratio, the top three projects in the first quarter are: the first is the county greening and beautification project and the construction project of Shaanxi fruit ten thousand mu mountain Apple poverty alleviation demonstration base; the second is the national e-commerce into rural demonstration county project; the third is the Suiyan Expressway Zizhou County transit line greening project (see Table 3 for details).
ii.Major pre project
1. There are 8 projects (marked as green) that can be basically promoted according to the requirements, which are: Industrial standardized workshop construction project, Xueliang project construction project, kangjiagou reservoir construction project, etc
Urban lighting project, Zizhou County Street Park construction project, expressway portal area construction project, Dali road demonstration street construction project and Miaojiaping old street reconstruction project.
2. There are 9 projects (marked in yellow) with no obvious progress, which are: Nanchuan 110 substation project, Fengqu huaishucha reconstruction project, county bus station construction project, emergency relief material reserve construction project, urban first phase land reserve project, county water storage and Lake construction project, urban parking plant construction project, agricultural market construction project and comprehensive waste recycling and utilization Project.
3. The project of "Red Road" is a slow progress project.
III. Existing problems
i. Inadequate communication and untimely follow-up. For example, the municipal engineering and flood discharge tunnel construction projects of jing16 Road, 17 road and 18 road are continuous construction projects. Due to insufficient communication, the land acquisition or demolition work is not coherent, which seriously affects the construction progress of the project.
ii. The implementation is not meticulous and the solution is not thorough. For example, for the jing14 road construction project, the existing scheme is difficult to solve the problem of balancing the reasonable requirements of the relocated households and the interests of the developers, and the drainage problem of the mountain section of the 110kV Fengqu substation construction project can not be solved, which makes it difficult or slow to promote the project.
iii. The preliminary work is not in place, and the shortage of funds is widespread. For example, cattle and sheep slaughtering, processing and refrigeration integration construction project, fruit production and marketing service center construction project, are still in the process of land and environmental impact assessment; the old community reconstruction project and Zhangzhai area land reserve project involve land acquisition and signing of agreements, which affect the smooth implementation of the project; drought emergency rainwater collection pit project, warping dam maintenance and reinforcement project, and ecological comprehensive management As for demonstration projects, the funds have not yet been implemented, resulting in the delay in the start-up and the failure to push forward according to the time nodes.
IV. Suggestions for the next stage
i.The county level leaders who are responsible for various projects should earnestly take responsibility, go deep into the front line of project construction, solve outstanding problems on site, timely understand the progress of the project, supervise and inspect the progress and quality of the project, strive to coordinate and solve the difficulties existing in the project construction, fully promote the smooth implementation of the project, truly implement the responsibility of "package" and embody the strength of "grasping".
ii.The attached table of this circular lists the existing problems of various construction projects and the work tasks of the next stage. The person in charge of project promotion is requested to check the table and "task account", carefully sort out the problems, timely report to the leader in charge or the leader in charge, and formulate scientific rectification measures to ensure that the project can catch up with the progress in the second quarter, advance according to the plan and complete according to the node.
iii. For the projects under construction or about to start construction, the promoting units should strictly implement the working mechanism of "five ones" and "four systems", so as to ensure the standardization of project construction and guarantee the quality and quantity of projects.
iv. At present, the project promotion units that have not yet implemented funds or have a large fund gap should actively, actively and timely connect with the relevant departments. In combination with the preferential policies for newly declared investment projects, special bonds and national debt projects under the central budget, they should increase their efforts to strive for funds and realize the construction funds as soon as possible.
v. The relevant villages and towns involved in land acquisition and demolition should strengthen the coordination, and assign special personnel to be responsible for it. The land acquisition and demolition tasks should be completed on time to ensure that the construction progress will not be affected.
vi.For the newly started key construction projects that have not been incorporated into the unified system, the promoting units should attach importance to the work of the integration, assign special personnel to be responsible for it, connect with the Statistics Bureau as soon as possible, and do a good job in the integration work according to the requirements.
vii. This circular is an important basis for the annual assessment and evaluation of key construction projects. Please attach great importance to it and take it seriously, and strive to catch up with the progress in the next quarter without affecting the completion of year-end objectives and tasks.
