I. Key construction projects
In 2020, according to the arrangements of the county party committee and the county government, it will focus on planning and reserve projects in areas such as ecological industry upgrading, rural revitalization, poverty alleviation, infrastructure, and people's livelihood and social undertakings. A total of 67 key construction projects will be arranged with a total investment of 6.676 billion yuan and an annual plan investment of 4.31 billion yuan.
Divided by construction: 17 continued construction projects, 43 new projects, 4 renovation and expansion projects, and 3 projects in retrospect.
Divided by industry category : 5 industrial projects with a total investment of 1.478 billion yuan and an annual investment of 818 million yuan; 15 agricultural and agricultural industrialization projects with a total investment of 1.405 billion yuan and an annual investment of 793 million yuan; 20 infrastructure projects with a total investment of 1.199 billion yuan and an annual investment of 488 million yuan; 27 people’s livelihood and social undertakings projects with a total investment of 2.59 billion yuan and an annual investment of 2.212 billion yuan.
Divided by investment amount: 15 projects over 100 million yuan, 9 projects between 50 million and 100 million yuan, 10 projects between 30 million and 50 million yuan, and 33 projects between 5 million and 30 million yuan.
Divided by investment entities: 43 government investment projects, accounting for 33.7% of the annual investment, 7 government investment leveraging social investment projects, accounting for 30.18% of the annual investment, and 10 social investment projects, accounting for 35.72% of the annual investment.
Divided by promotion department: 67 key construction projects involving a total of 27 promotion departments. Among them:

One promotion project for the Development and Reform Bureau of Science and Technology promotes , namely the emergency management smart city big data platform project;

Five promotion projects for the Transportation Bureau, namely, the road improvement project, the village-to-group road construction project, the rural road major safety hazard management project, the Huainingwan Expressway connection line construction project and the four good rural road project for making up for shortcomings ;
Seven promotion projects for the Agriculture Bureau, namely, rural revitalization demonstration village construction project, human settlement environment improvement project, county mountain apple construction project, Chinese medicinal material base construction project, Miaojiaping town facility fruit and vegetable experiment demonstration base construction project, Macha astragalus base construction project, high-standard farmland construction project;
Five promotion projects for the Forestry Bureau, namely, the road hardening project of the northern plateau forest farm, the project of returning farmland to forest and the walnut industry construction project, the greening project of the crossing line of Zizhou County of Suide-Yan’an Expressway, the provincial forest city garden city civilized city creation project and the county greening and beautifying project ；
Three promotion projects for the Water Resources Bureau, namely, the comprehensive control project of soil erosion on slope farmland, the demonstration project of comprehensive ecological control, and the maintenance and reinforcement project of silt dam;
Three promotion projects for the Animal Husbandry Bureau, namely, the Yingma’an Sino-German Poverty Alleviation Industrial Park construction project, cattle and sheep slaughtering, processing and cold storage integration construction project, and livestock industrialization construction project;
One promotion project for the Education and Sports Bureau, namely, the construction of the teaching building and apartment building of the Mata Left-behind Children’s School;
One promotion project for the Create Office, namely, the ecological environment management project;
One promotion project for the archives , namely, the comprehensive archives construction project;
One promotion project for the Electric Power Bureau, namely, the 110KV Fengqu Substation Construction Project;
Three promotion projects for the Bureau of Industry and Trade, namely, the second phase expansion project of Yongxing Coal Mine, the national entrepreneurial construction project and the national e-commerce project into rural demonstration counties;
Three promotion projects for the Health and Health Bureau, namely, the reconstruction project of the People’s Hospital outpatient building, the construction of the disease control center and the construction of the maternal and child health station;
Two promotion projects for the Cultural Tourism Bureau, namely, the public library construction project and the cultural center exhibition project;
One promotion project for the Administrative Approval Service Bureau promotes, namely, the relocation and construction of the Administrative Approval Service Hall;
One promotion project for the investment promotion service center, namely, the construction of a photovoltaic agricultural vegetable greenhouse base;
One promotion project for the Industrial Service Center, namely, the integrated construction project of Chinese herbal medicines;
Three promotion projects for the industrial investment company, namely, the comprehensive development of astragalus and Chinese medicinal material extract production line project, the neighborhood center construction project, and the post-relocation poverty alleviation and relocation follow-up assistance to the Matigou Industrial Park construction project;
Two promotion projects for the Fruit Industry Group, namely, the Shaanxi Fruit Million Mu Mountain Apple Poverty Alleviation Demonstration Base Construction Project and the Fruit Production and Marketing Service Center Construction Project;
One promotion project for the water company, namely, the reconstruction and expansion project of the water purification plant;
One promotion project for Miaojiaping Town Government, namely, the Miaojiaping Old Street Reconstruction Project;
Two promotion projects for Laojundian Town Government, namely, Laojundian town sewage treatment station and supporting sewage pipe network construction project and superfine cashmere goat breeding demonstration base construction project;
One promotion project for Matigou Town Government, namely, the construction project of the sewage treatment station in Matigou Town.

In 2020, a total of 18 major preliminary projects will be reserved. They are:
The Nanchuan 110 substation construction project promoted by the Electric Power Bureau;
The industrial standardization plant construction project promoted by the Development and Reform Bureau;
The Fengqu-Huishhucha road reconstruction project and the county bus station construction project promoted by the Transportation Bureau;
The bright project promoted by the Public Security Bureau;
The Kangjiagou Reservoir construction project promoted by the Water Affairs Company;
The county water storage and lake construction project promoted by the Water Resources Bureau;
The Administrative Approval Service Bureau is responsible for promoting the relocation project of the Administrative Approval Service Hall in Zizhou County
The construction project of the emergency relief supplies storage warehouse promoted by the Emergency Management Bureau;
The first phase land reserve project in the urban area promoted by the Natural Resources Planning Bureau;
The Miaojiaping Old Street renovation project promoted by the Miaojiaping Town Government;
The construction project of superfine cashmere goat breeding demonstration base promoted by Laojundian Town, Hejiaji Town, Dianshi Town;
