Report on the Work of the Government

Ladies and gentlemen
Now, on behalf of the people's Government of the county, I would like to report on our work to the people's Congress of the people's Republic of China for your deliberation, and I also invite members of the CPPCC Committee of the county and those present as nonvoting delegates to give their opinions.
I. Review of work in 2016
Last year, the county government conscientiously implemented the major decisions and arrangements made by the central, provincial, and county Party committees, adhered to both sides of industrial development and improvement of people's livelihood, advanced both the optimal stock and the expanded volume, and adopted a series of measures that are not only beneficial to the current situation but also more beneficial to the long term, so as to promote the sustained and stable economic and social development and achieve a good start to the 13th five year plan. The total output value of the county was 5.57 billion yuan, an increase of 9.7%; the investment in fixed assets of the whole society was 3.75 billion yuan, an increase of 55.6%; the local fiscal revenue was 120 million yuan, an increase of 56.4%; the total retail sales of social consumer goods was 750 million yuan, an increase of 10%; the income of urban and rural residents reached 25768 yuan and 9046 yuan, increasing by 9.2% and 8.7%. Won the 2016 "Shaanxi Province County Economic and social development award for the first place", advanced 12 places, out of the province's last 10.
i. Adhere to the guidance of industry and promote agricultural modernization in mountainous areas in an all-round way. The planting scale of apple and walnut reached 187000 Mu and 170000 Mu respectively. The first mountain Apple experimental demonstration station of Northwest A & F University was established in our county. It produced 101000 tons of grain. The output value of animal husbandry was 560 million yuan. 7600 mu of high standard farmland will be implemented. A total of 54 km of rural power grid will be built and reconstructed.
ii. We will fully release production capacity and steadily develop the industrial economy. The industrial added value was 2.36 billion yuan, with a year-on-year increase of 9.8%. Two new natural gas exploration wells have been drilled and 680 million cubic meters of natural gas have been produced. It has produced 200000 tons of liquefied natural gas. The central heating project in urban area completed the pipeline laying project. Miaojiaping and laojundian gasification projects were completed and put into trial operation. Chengyuan coal preparation plant produces 300000 tons of clean coal. Processing 4000 tons of Chinese medicinal materials, producing 12000 tons of castor oil and 50000 tons of edible oil.
iii. Actively cultivate the market, the tertiary industry sustainable development. The added value of the three industries reached 1.81 billion yuan, accounting for 37.9% of the GDP. There are 11 registered transportation enterprises and 3 warehouse storage bases. We have established cloud farm general station and 11 village level service stations, and developed 12 e-commerce online stores and 3 enterprises. The balance of deposits and loans of financial institutions increased by 11% and 27.9% respectively. Rural tourism received more than 100000 tourists.
iv. We will optimize the investment environment and vigorously promote key projects. 39 of the 40 key projects have been started, with the highest operating rate over the years, with an investment of 1.45 billion yuan. Strive for 81.24 million yuan of special construction funds. 20 Zhennan projects completed investment of 120 million yuan. The standard land price in the urban area has been adjusted to supply 437 mu of land. A leading group for environmental improvement of project construction was established, and 57 cases of damaging investment environment were investigated and dealt with.
v. We should encourage innovation and entrepreneurship, and improve the quality and quality of all people's entrepreneurship. "Quanyuzizhou" information system collects information of 1040 Zizhou makers. The city image and the slogan and logo of mountain apple, walnut, Astragalus membranaceus, soybean and other agricultural products were designed. National entrepreneurship has driven social investment of 350 million yuan, and the added value of non-public economy accounts for 58.4% of GDP. The number of enterprises on the fourth level has reached 28, including 8 Industrial Enterprises above designated size.
vi. We should give priority to livability and business, and coordinate urban and rural development. The "special plan for underground utility tunnel in county" has been compiled. Shuanghu street and railway station square were reconstructed, and a series of urban expansion and quality improvement projects were implemented. The key areas of the county and four towns are covered with free wifi. The construction of Matigou and Miaojiaping resettlement houses began. 18 beautiful rural green homes have been built. The establishment of provincial environmental protection model county and Garden County has reached the standard, the provincial civilized county has been steadily promoted, and successfully established as a national health county.
vii. Promote the rise of green and gradually highlight the ecological advantages. Green corridor, conversion of farmland to forest, house front and back greening projects were implemented. The forest coverage rate of the whole county was 23.3%, and the urban greening rate was 37.2%. We have carried out comprehensive treatment projects for water environment, air pollution prevention and control, and urban ecology, and completed the task of energy conservation, consumption reduction and emission reduction in an all-round way. In 2016, the national ecological function zone was rated as excellent.
viii. People's livelihood has been continuously improved. We will vigorously promote poverty alleviation. We have integrated 360 million yuan of agricultural funds, including 140 million yuan of special financial funds for poverty alleviation, and the industrial poverty alleviation "toolkit" has benefited 38000 poor people. We should give priority to the development of education. We started the county construction work of balanced development of national compulsory education, completed the enrollment of the fourth kindergarten, and completed the main body of the comprehensive building of Vocational Education Center. Seven provincial famous schools have established cooperative relationship with seven schools in the county, and actively carry out activities of famous teachers to support teaching. The vocational education center cooperates with the provincial tourism school to carry out order training and enroll 76 students. Speed up the construction of healthy Zizhou. The county hospital outpatient building was capped, and three township health centers were completed. The second hospital of Shandong University helped the county hospital in pairs. The number of outpatient and inpatients increased by 21% and 16% year on year. To extend the scope and raise the bid for serious illness relief. We will start the pilot project of new rural cooperative medical scheme (NRCMS) for the poor in laojundian. The two child policy has been fully implemented, and the management level of family planning services has been continuously improved. We will strengthen the work of talents and employment. 35 special post teachers, 50 public welfare posts, 6 full-time firefighters were recruited, and 20 were recruited in the talent revitalization plan. 1820 new urban jobs were created. A special job fair for college graduates was held, with 138 people on duty. Labor force transfer employment training 13000 people. Loans of 13.65 million yuan were issued to 273 self-employed entrepreneurs. We will improve the social security system. We have established an inclusive medical, maternity, work-related injury, pension and unemployment insurance system, with a social insurance coverage rate of 96%. The care and charity donation system for the disabled has been further improved. A total of 78.57 million yuan of urban and rural minimum living allowances and 12.33 million yuan of preferential care funds were issued. 500 dilapidated houses were rebuilt in rural areas. We will vigorously develop the cause of sports, radio and television. Five projects including Zizhou umbrella head Yangko were selected into the fourth batch of municipal intangible cultural heritage list. The two-way cable TV network of the county has been transformed, and 45 special programs have been produced and broadcast. Our county delegation won the "second prize" of the 7th Provincial Children's games.
ix. We should adhere to the principle of simultaneous development and full release of development vitality. The "three fixed" plans of 59 departments were approved and 203 departmental responsibility lists were published. Set up real estate registration service center. The "multi planning integration" approval platform is enabled to realize online parallel approval of investment projects. The website resources of the Department were integrated and the portal website of the county government was revised. We will strengthen the management of public cars, public housing and idle state-owned assets. Innovation of County Economic and social development evaluation methods, strengthen the township economic development and statistical responsibility.
x. Innovation of social governance, the overall situation of the county is harmonious and stable. The treatment of community workers has been implemented. We will adhere to the system of receiving visits from leading cadres and improve the order of letters and visits. We launched 12 crackdown and rectification actions and cracked 331 criminal cases. We will start the work of popularizing the law during the Seventh Five Year Plan period, and strengthen publicity, community correction and people's mediation. The discipline inspection and supervision organs handled 126 cases of violation of discipline, 115 were punished by Party and government discipline, and 7 were transferred to judicial organs. County and township government departments and units are fully covered by audit. We will strengthen grain reserves and market supervision. The safety work mechanism was innovated, and the overall situation of safety production in the county was stable. The completion rate of NPC deputies' proposals and CPPCC members' proposals was 100%.
Ladies and gentlemen, in the past year, we went all out to adjust the structure, stabilize the growth, break the bottleneck, strengthen the foundation, grasp the reform, increase the stamina, change the style of work, improve efficiency, maintain stability and promote development. The economic and social development of the county has expanded both in quantity and in quality, laying a solid foundation for building a small and healthy society in an all-round way. This is the result of the overall situation and scientific decision-making of the county Party committee. It is also the result of the unity, hard work and joint efforts of the cadres and masses in the county. Here, on behalf of the county people's government, I would like to express my heartfelt thanks to all the cadres and masses in the county, to the deputies to the county people's Congress, CPPCC members, non party personages, to the armed police officers and soldiers stationed in Zizhou, public security officers and policemen, to all retired cadres and people from all walks of life who care about and support the cause of Zizhou's reform and development!
While affirming the achievements, we should also be soberly aware that in the face of the new normal and new requirements of economic development, we still have a lot of problems that can not be ignored: first, the supporting infrastructure, technology and service system for the healthy development of agricultural leading industries are not complete, the industrial transformation and upgrading are slow, and the emerging industries have not yet played a supporting role The foundation for the steady growth of regional economy is not solid. Second, the investment is weak, especially the number of major projects with leading role is less. Third, the level of open development is not high, and the spirit of wisdom, hard work and courage of Zizhou people has not been fully reflected and released. Fourth, the business environment is not satisfactory, the reform of the administrative examination and approval system is not in place, and the problem of handling affairs is still not fundamentally solved. In this regard, we will adhere to the problem orientation, strengthen the sense of responsibility, and make great efforts to solve the existing difficulties and problems with the enterprising style and the courage to innovate.
II.Development goals and key tasks in 2017
This year is the year of the 19th National Congress of the Communist Party of China, a key year for poverty alleviation and the implementation of the 13th five year plan. It is of great significance to do a good job in the work of the government this year. The general requirements of the government work are: conscientiously studying and implementing the eighteen major plenary sessions of the party, the important speech of general secretary Xi Jinping, and the spirit of the relevant conferences of provinces and cities, fully implementing the "catch up and exceed" positioning and "five solid demands", focusing on the general goal of tackling poverty, tackling the general keynote, strengthening the "double package, double push and ten coverage", and catching up with the big competition and the whole people. We should grasp the five key points of industry quality, rural foundation, urban quality, people's livelihood and Party building to promote the construction of economic, political, cultural, social, ecological civilization and Party building, and constantly push forward the construction of beautiful, happy and powerful Zizhou to a new level.
The main goals are as follows: the gross domestic product of the county is 6.017 billion yuan, an increase of 8%; the fixed asset investment of the whole society is 4.2 billion yuan, an increase of 12%; the fixed asset investment of the county level is 3.4 billion yuan, an increase of 22%; the local fiscal revenue is 92 million yuan, an increase of 20.7% (excluding one-time income); the total retail sales of consumer goods is 825 million yuan, an increase of 10%; the per capita disposable income of urban residents is 27985 yuan, The per capita disposable income of rural residents was 9824 yuan, an increase of 6.6%. These indicators not only meet the requirements of catching up and surpassing, but also meet the needs of building a moderately prosperous society in an all-round way. They can not only ensure that the bottom line is not broken, but also embody the enterprising spirit of "jumping up to pick peaches".
Focusing on the above objectives, we should focus on the following eight aspects.
i. We should carry out precision throughout the whole process and pay close attention to poverty alleviation.
We will strengthen the comprehensive coordination function of the poverty alleviation headquarters and implement poverty alleviation mechanisms such as village assistance and Counterpart Assistance. We should strengthen the integration of poverty alleviation funds and adhere to the policy of "individual for each household". We should take the poverty alleviation "toolkit" as the starting point, give full play to the role of departments and industries in poverty alleviation, make good use of counterpart assistance policies, and make overall plans for poverty alleviation projects such as industry, education, health, finance, employment, migration and relocation. We will do a solid job in ensuring the overall situation. Efforts should be made to properly handle the relationship between "poverty alleviation and support of the will" and "blood transfusion and hematopoiesis", so as to enhance the self-development ability of the poor people.
We launched the activity of "double guarantee, double promotion and ten coverage" and integrated the fund of 250 million yuan to achieve the goal of "multi channel water inflow, one pool water storage, and one tap water discharge", giving full play to the fund's maximum benefit and promoting the balanced development of poor and non poor villages, poor and non poor households.
ii.We should maintain the power of industrial development and revitalize the real economy.
We will improve the level of agricultural modernization in mountainous areas. New planting mountain Apple 30000 mu, transforming low yield orchard 6000 mu. The newly planted walnut is 40000 mu. Support the development of soybean, red onion and other forest economy. The planting area is 20000 mu. We should improve the standard breeding level of animal husbandry, build breeding bases for improved varieties of cashmere goats, develop 10 family ranches, and raise 585000 sheep. We will promote the separation of the ownership, contracting and management rights of rural land, and encourage the orderly circulation of rural land.
We will promote the steady development of industry. Actively explore the comprehensive development mode of kerosene and gas, and promote the deep conversion and utilization of stock resources. Stable natural gas production. Support the second phase expansion of Jinyuan company and build two LNG filling stations. We will accelerate the construction of urban central heating projects and Yongxing coal mine. The expansion of Chengyuan coal preparation plant has been completed with an annual production capacity of 500000 tons. We will promote cooperation between agricultural products processing enterprises and scientific research institutions, and speed up technological transformation and product upgrading. Start the construction of Astragalus industry integration project.
Promote the service industry to improve quality and efficiency. Encourage agricultural products storage and processing enterprises to provide large customers with order purchase, storage and other services. Prepare to build warehousing logistics park. Support the central village to build comprehensive service network. Build e-commerce public service platform and expand online sales market. We will expand the scope of credit and agricultural insurance. Promote the integration of rural tourism and sports, competition performance, fitness and leisure.
iii. We should adhere to the project driven strategy and enhance the stamina of catching up and surpassing.
Expand effective investment. We have made solid progress in the construction of 55 key projects and completed an annual investment of 5.63 billion yuan. The main body of the 307 National highway transit line was completed, the Zizhou section of Suiyan expressway was started to be constructed, and the 30 km cement road project was implemented. The smooth rate of the organic villages reached 100% within the year. Promote the township gasification project and complete the construction of Matigou and Zhoujia alkali gas stations. We will accelerate the basic work of major preliminary projects.
Accurate investment promotion. We will improve the performance rate of investment promotion contracts, the rate of funds in place and the rate of project operation, with 450 million yuan of investment in place. Guarantee the demand for construction land and actively revitalize the stock of land. Strive for policy financial resources, transfer payment funds and bond project funds, and build PPP project library. We should rectify the investment environment with an iron fist, crack down on illegal obstruction of work, punish buck passing and wrangling, and eradicate the problem of "eating and taking care of others". We should create an investment environment in which we abide by our promises, respect our businesses and enrich our businesses.
We will thoroughly implement the national entrepreneurship strategy. We will improve the information system of Zizhou and carry out a series of publicity and reporting activities for Zizhou makers. We should strengthen entrepreneurship guidance services and encourage "grassroots" and college students to start their own businesses. Formulate the management methods for the use of regional public brands, and promote the use of "mountain" series brands. Start the construction of small food processing park. Support the development of processing, sales, cultural and creative industries, and promote the upgrading and development of small and micro enterprises and family workshops. Five industry associations, including vermicelli and rabbit industry, were established.
iv.Coordinate urban and rural development and build a beautiful home. The planning of landscape forest construction in the county and its surrounding areas shall be formulated. Improve the construction of municipal roads. We will implement the project of "lighting up" the city. Completion of the county bank extension project. We will strengthen the capacity of planning implementation and urban management, and continue to carry out special urban governance actions. Start the construction of laojundian city level demonstration town, and complete the main project of Matigou small town and Miaojiaping resettlement housing. With the integration of urban and rural environmental sanitation and beautiful rural construction as the carrier, improve the town and rural living environment.
v. Consolidate and improve the level of creation and protect ecological welfare. We will comprehensively complete the establishment of provincial environmental protection model county and Garden County, consolidate the achievements of national health county, and solidly promote the establishment of provincial civilized county. We will carry out the promotion project of the Buddha Hall ecological park and afforest the roads around Yangshan and Jinji mountain. We will extensively carry out green planting activities in rural areas, and promote the greening of roads and gardens. Increase the rate of natural gas entering households in urban villages. Optimize the layout of urban sewage pipe network.
vi. We will make every effort to do a good job in people's livelihood and promote the sharing of development achievements.
Create a county with balanced development of national compulsory education. We should seize the opportunity of the provincial education department's "two links and one package" Counterpart Assistance and education targeted poverty alleviation pilot counties, and make up for the shortcomings of education infrastructure. Optimize the school layout. The first and fourth primary schools will be built and the expansion project of the second middle school will be implemented. Efforts should be made to improve the ability of headmasters to run schools and strengthen the construction of the backbone system of teachers. To promote the development level of school through informatization. Strengthen the cooperation with secondary vocational colleges and improve the order oriented training mode of Vocational Education Center.
In depth implementation of the healthy Zizhou action. To explore the corporate governance structure and modern hospital management system of county-level public hospitals. We will comprehensively promote the reform of the new rural cooperative medical system payment system for the poor. We will implement the subsidy card system for rural doctors. We will deepen the effectiveness of Counterpart Assistance in tertiary hospitals and improve the level of diagnosis and treatment services in county-level hospitals. We should strengthen the construction of key disciplines and specialties of traditional Chinese medicine, and establish a training system for the backbone of traditional Chinese medicine. We should do a good job in the prevention and control of major diseases, maternal and child health care, quality family planning services, and health education, so as to continuously improve the disease prevention ability and health literacy of residents.
We will continue to expand employment channels. We have developed 1800 urban employment posts, achieved 59000 rural labor transfer employment, and the employment rate of college graduates has reached more than 90%, and the unemployment rate has been controlled within 3.9%. We implemented preferential policies such as free training, tax and fee reduction, small amount guaranteed loans and social security subsidies, and trained 12000 people in employment skills.
Improve the ability of social security. We will steadily expand the coverage of endowment insurance, medical insurance, unemployment insurance, maternity insurance and work-related injury insurance, and the insurance coverage rate will reach more than 96%. We will improve the service system for the aged, improve the management level and occupancy rate of regional central nursing homes, and build 20 rural happy homes. We will strictly implement dynamic management of minimum living allowances and standardize social assistance. We will standardize the management of religious activities and places. Complete the main works of civil affairs comprehensive service building. We will accelerate the construction of supporting infrastructure for affordable housing and improve the occupancy rate of affordable housing.
Promote the development of sports, radio and television. County exhibition hall and Miaojiaping sports and sports center were completed, and exhibition arrangement was promoted simultaneously. We will comprehensively promote the citizens' convention and village rules and regulations. We will vigorously carry out national fitness activities and guide the standardized and orderly development of recreational and sports activities in the square. Establish provincial model children's sports school. We will promote the digitization and high definition of TV programs, improve the news gathering and broadcasting ability of TV stations, and run well the featured columns such as economy, people's livelihood and entrepreneurship. Complete the construction of digital cinema.
We will strengthen comprehensive social governance. We should promote the community grid management, improve the mechanism, enrich the strength, strengthen the function and improve the service. We will improve the linkage mechanism of people's mediation, administrative mediation and judicial mediation, and implement the system of closing letters and visits involving law and litigation according to law. We will further carry out special rectification activities against crimes involving pornography, drugs, gambling, and "two robberies and one theft". Actively create food safety demonstration counties and strengthen market supervision. Strictly implement the safety production responsibility system and improve the information level of safety supervision.
vii.We should promote key reforms and play a leading role in reform. We will promote the streamlining of administration and decentralization of powers, and complete the cleaning up of government documents from 2001 to 2016. We will promote parallel approval and online approval, and promote efficient approval modes such as unified acceptance and centralized processing. We should make full use of the establishment resources and solve the problem that the number, affairs and personnel of the units are not suitable. We should integrate the force of agricultural technology extension, strengthen the role of agricultural regional technical service stations, and play the role of township industry offices and industrial associations. We will accelerate the reform of state-owned forest farms. We will promote the de stocking of real estate and establish a housing system with both purchase and rent.
viii.Strengthen the government's own construction and serve the people of the whole county well.
Stand firm and strengthen the "Four Consciousness". In depth study, we will understand the new concepts, new ideas and new strategies of general secretary Xi Jinping's governing the country and further enhance our political awareness, overall awareness, core consciousness and sense of alignment. Focus on catching up with and surpassing the central task and the "five solid" requirements to ensure that the major deployment of central provinces and cities and the decisions of the county Party committee take root.
We advocate the rule of law and perform our duties according to law. We will strictly implement the system of publicity of major events, public hearings and government legal advisers, and standardize the administrative decision-making process. We will vigorously promote the construction of government integrity and strictly fulfill the government's commitments. We should consciously accept the legal supervision of the people's Congress, the democratic supervision of the CPPCC, social supervision and public opinion supervision, and strengthen communication with the Federation of industry and Commerce and non party personages.
Dare to take responsibility and take the initiative. We should take responsibility for the person in charge, be responsible for the person in charge, support and encourage the reform and innovators, and comprehensively govern the behavior of failing to do official work, disorderly acting for the official, and lazy and lazy government. Focusing on catching up with and surpassing the "mission statement" and "road map", we strictly implement the system of quarterly review and annual assessment. Efforts should be made to improve the openness of government affairs, smooth the channels for the expression of social conditions and public opinions, and release and interpret major policies and authoritative information. We should effectively streamline meetings and documents, handle effective affairs, hold practical meetings, and issue effective articles.
Be honest and efficient, and be dedicated to public service. We must strictly implement the requirements of comprehensively and strictly administering the party, earnestly perform the "double responsibilities of one post", and always keep discipline and rules in front. We will strengthen the supervision of government procurement, project bidding, public resources trading and other key areas, move forward audit, supervision and supervision, and tighten the cage of the system. We will strictly implement the spirit of the eight provisions, reduce the general financial expenditure, and concentrate more financial resources on improving people's livelihood and helping people in need.
III.Work in the first half of this year
In the first half of the year, we focused on catching up and surpassing, and worked hard under pressure. It is estimated that the gross domestic product of the county will reach 1.79 billion yuan, an increase of 7.5%; the fixed asset investment at the county level will reach 830 million yuan, an increase of 33%; the local fiscal revenue will reach 47.73 million yuan, a decrease of 35.8%; the total retail sales of consumer goods will reach 410 million yuan, an increase of 12%; the income of urban and rural residents will reach 13350 yuan and 5878 yuan, with an increase of 9% and 8.6%.
First, we should concentrate on poverty alleviation. Strictly implement the "ten iron regulations", carry out the verification and data cleaning of poverty-stricken objects in a down-to-earth manner. There are 14433 poverty-stricken households, 42450 people and 7609 people in the county, realizing the convergence of the two policies of subsistence allowances and poverty alleviation. The policy covers 3710 people in 2808 households. Accurately complete the information collection work such as "two cards and one book" for poor households. The county poverty alleviation headquarters has set up "eight offices and three groups", added 16 poverty alleviation offices and set up information monitoring centers. The government issued the opinion of paying heavy rewards and punishing the cadres in poverty alleviation. 114 poverty alleviation teams and 137 first secretaries were sent to help poor families in pairs. Poverty stricken households are encouraged to participate in new industrial projects with land management rights, production tools, agricultural facilities, poverty alleviation funds, etc., to explore the "six gold" industrial poverty alleviation mode of "land transfer rent, asset equity, salary for base workers, remuneration for entrusted operation, bonus for over production Commission, and sales fund for order planting", so as to drive poverty through enterprises, cooperatives and large households Poor families join forces to increase income. The project of "double guarantee, double promotion and ten coverage" was launched in 109 administrative villages.
The second is to promote the efficient development of agriculture in mountainous areas. 5900 mu of apple and 16000 mu of walnut were planted. 200 mu demonstration base of hail prevention net will be built. Successfully hosted the 2017 China Yulin mountain Apple Industry Development Forum. We will accelerate the development of Chinese herbal medicine industry and plant 6850 mu of Chinese herbal medicines such as Astragalus membranaceus. Support the appropriate scale breeding of families, and introduce 110 high-quality white cashmere goat breeding sheep. The joint prevention and control system of h7n9 influenza was established, and the situation of epidemic prevention and control was stable. Actively develop "courtyard economy" and build 420 arched sheds. 758000 mu of crops were sown. The project of deep ploughing and subsoiling was carried out in 9000 Mu and the water-saving irrigation technology was popularized in 4200 mu. The construction of Tuoer Lane blasting point was started, and 2 Township meteorological stations were transformed. The work of land registration and certification has passed the provincial and municipal acceptance. We have completed the field work of the third national agricultural census.
Third, maintain the steady growth trend of industry. We will issue opinions on the implementation of steady industrial growth and investment promotion, and strengthen the operation and dispatch of industrial economy. Fourth, we need to tap the development potential of the service industry. IV.Tasks in the second half of the year

iii.We will steadily expand the scale of investment. According to the requirements of "inverted construction period", the 55 key projects were locked in time nodes to accelerate the construction progress, and all the projects started construction in July. We will build vigorous small towns and beautiful villages, pay close attention to the construction of Matigou small towns, Miaojiaping resettlement houses and laojundian municipal demonstration towns, build 20 beautiful villages, create 9 "beautiful and livable demonstration villages", and actively protect traditional villages. v. We will systematically promote the construction of ecological civilization. Complete the rectification of environmental supervision and self inspection problems.
